November 14, 2008
Water main section of 17 km, of 1,000 mm diameter has been opened. It supplies water from the Volga River source to the Southern Water Treatment Plant. In the presentation on the occasion of the water main start up participated as follows: Victor Volonchunas, Yaroslavl City Major; Vladimir Golov, Municipal Council Chairperson; Evgeny Ofrikhter, Senior Banker, Municipal and Environmental Infrastructure, European Bank for Reconstruction and Development; public members, mass media representatives and employees of the Directorate of Civil Construction Neftegazstroy, JSC and Yaroslavlvodokanal, JSC.

Indian Summer

The traditional Indian Summer sports holiday took place on October 26th, in the Molnia Sports Centre. At the first stage there competed eight teams formed on the basis of Mom, Dad and me are a sprightly family. The teams did various exercises to gain the maximum score, and then they competed in the relay. The best teams were awarded presents, all kids participants got presents as well.

Then followed Merry Starts for children, all the young participants also got presents.

Alongside with the kids activities there were held two mini-football matches, which resulted as follows: security team took the first prize, Northern WTP team – second prize, and WWPSs – third prize. At the end of the holiday there was a basketball game and a tug-of-war.

October 8, 2008
On October, 8th, 2008 the Yaroslavl Municipality approved by a Decree the Investment Programme for the Vozdvizhenie Water Treatment Plant Construction for 2009 – 2023. The Vozdvizhenie construction shall improve water and water services quality supplied to the current customers, as well as boost development of Yaroslavl, providing water services to the capital construction objects (residential buildings, cultural and social importance buildings, and industries). Additionally, it will improve the environmental situation in the city, and create reserve capacity of the water system.

The Project shall be funded by the European Bank for Reconstruction and Development loan proceeds and the rate charge for drinking water. The decision to choose the rate charge for drinking water as one of the sources for funding of the Project was based on the fact that the better quality water treated by the new facilities shall be supplied into the ring mains, bringing benefits to all the customers. The rate charge shall amount to RUR 1.02 exclusive of VAT for 2009.

Pursuant to the Yaroslavl Mayor Decree No 1567, dated 22.05.2008 on Privatization of Property Complex of the Municipal Unitary Enterprise Yaroslavlvodokanal, Yaroslavl, the Municipal Unitary Enterprise Yaroslavlvodokanal since 04.06.2008 has been transformed into Yaroslavlvodokanal, Open Joint Stock Company (OGRN 1087606002384, INN 7606069518, KPP 760601001). Yaroslavlvodokanal, JSC is a legal successor of Municipal Unitary Enterprise Yaroslavlvodokanal.

May 22, 2008
On May 22nd Victor Volonchunas, Yaroslavl Mayor, signed Decree No. 1567 on Privatization of the Property Complex of Yaroslavlvodokanal, which states as follows:
1. To privatize the property complex of the Municipal Unitary Enterprise Yaroslavlvodokanal by means of transformation into the Joint Stock Company Yaroslavlvodokanal.
6. The Decree shall become effective after signing.
 


May 21-22, 2008
A complex checkup of water treatment plants for readiness of the collectives to work under the conditions of a possible emergency was completed. In the course of the checkup the representatives of controlling agencies checked the technique of the non-military organizations of Civil Defense and Emergency Situations, the ruling documents, fire safety and others. Upon the results of the checkup all the collectives were appreciated for the teamplay and good skills in the simulated emergencies elimination.

On May 7th, the Administration and the trade committee held a traditional meeting of the Great Patriotic War veterans and participants of the local armed conflicts and wars, devoted to the Victory Day.

In the Conference Hall of the Administration building was held a meeting of representatives of the Yaroslavl Oblast Administration, Housing and Public Utilities Union, Oblast Trade Unions Committee, where for the first time in the history of Oblast a branch tariff agreement in the sphere of housing and public utilities of the Yaroslavl Oblast for 2008-2010 was signed.

The procedure of turning of the Municipal Unitary Enterprise Yaroslavlvodokanal into a Joint Stock Company was presented with participation of Victor Volonchunas, the Yaroslavl Mayor.
 

March, 2008

For more than one month in the foyer of the first and second floors in the Administration building the works of fine and applied arts executed by the employees of the utility were exhibited. When the works were invited to take part in the contest, neither the administration nor the trade unions could envisage so many talented and creative people. The expositions included pictures, embroideries, wood engravings and many other works.

Taking into consideration the viewers’ responses the first prize was awarded to the head of the guard – V.A. Lapkin and accountant T.Y. Brodneva. The second prize was awarded to mechanic V.K. Romanov, and the third prize was awarded to the Central WTP operator O.D. Pechatkina.

In the Volkov Theatre was held a ceremony, devoted to the Housing and Utility Services Day. At the meeting among representatives of other collectives the Vasilievs family, representatives of our utility were honored.

March 13, 2008
On March, 13th, was held the conference of the labour collective. The goals for the current year were set, the effective Collective Agreement was extended till 31.12.2008, the trade committee was entrusted with a task to have negotiations related to adoption of the new collective agreement after the utility has been turned into a joint stock companies. The trade organization delegates approved the decision taken by the trade committee on changes in the management of the trade committee for the period till the regular election conference.

125 Years Together with Yaroslavl for the Good of the Citizens!
On February 14 and 15, the Yaroslavl water supply system had its 125th anniversary. Oblast and neighbouring areas vodokanals’ representatives, contractors, EBRD executives, Oblast and City authorities took part in the festivity events, called 125 Years Together with Yaroslavl for the Good of the Citizens!

The first official event was the Press Conference for the city and oblast mass media, which followed the site visit to the Northern Water Treatment Plant. The visitors could see the outputs of the works related to water treatment facilities upgrade and rehabilitation, introduction of energy saving equipment and monitoring and control systems. After the site visit Alexander Aniskin, General Director, gave a talk about the treatment process improvement, water supply to customers, quality indicators, the problems, which the labour collective are concerned with, and answered the questions of colleagues and journalists. On the second day the solemn assembly took place in the Young Spectator Theatre. The following executives came to congratulate the employees: Andrey Epanishnikov, Deputy Governor; Artur Nartov, Oblast Administration Municipal Housing Economy Department Director; Victor Volonchunas, Yaroslavl Mayor, Vladimir Golov, Municipality Chairman, and Valentina Tereshkova, the Honorary Citizen of Yaroslavl, the first spacewoman, Hero of the Soviet Union. In their greetings they all stressed the importance of the work related to good quality water supply to the citizens. They wished all the employees success in their work and good health. At the meeting General Director, Oblast and City authorities representatives awarded the outstanding employees. The following people were awarded:

  • for the first prize in the contest for the best Operational and Financial Indicators in 2007, Alexander Makhalkin, Northern WTP Manager, and Sergey Petrov, electrical workshop head, were awarded Diplomas and Challenge Cups.
  • For stable and high rates in the operations and best results in the contests of brigades V.V. Khaerov, V.M. Karelin, D.B. Egorov, and Y.M. Kirianov were awarded Jubilee Letters of Honour.

The Yaroslavl Oblast Governor Letters of Honour were awarded to D.S. Krutto, shovel runner, V.A. Pepin, electrician of the electrical workshop. Yaroslavl Oblast Administration Letters of Honour were awarded to T.I. Durandina, greenery and reinstatement workshop, and E.K. Maksimova, laboratory assistant of the Northern WTP.

Additionally, the City Administration Letters of Honour were awarded to G.V. Dolgova, Central Laboratory Head, I.V. Kubaeva, waste water pumps operator. The City Administration Letters of Thanks were awarded to V.V. Baryshnikova, Southern WTP coagulant feeder, and N.N. Merkulov, maintenance and repair engineer of wastewater network.

The solemn meeting was followed by a concert, a lottery and a disco.
 

Yaroslavl Water Supply System is 125 Years Old

In accordance with the data of the State Archive of the Yaroslavl Oblast the ceremonial opening of the Yaroslavl water supply system took place on January 30, 1883. On the same date at the celebrations in the Duma the City Mayor I.A. Vakhromeev said on the occasion of the system start up: "It’s only been six months after the water system construction began - and today these advantageous facilities are commissioned. Completion of such a considerable project on time and with a great deal of success showed absolute triumph of science over nature. Abundance of water and accessibility to it in every remote part of the city will facilitate household worries and promote improvement of sanitary conditions of the city, growth of industries, and most of all it will help secure the citizens’ property against disastrous fires. Here are the obvious advantages which we can expect to achieve through the newly constructed water system".

From the up-to-date point of view the words of the Yaroslavl water supply system founder I.A. Vakhromeev show a great deal of exaggeration as before 1915, until the filtration plant had been started-up the water supply system was a mere water pumping house. However it was the first step on the way to create a modern high quality 24 hours water supply system. Due to hard work of many generations of the Vodokanal employees the pumping house turned into a complex modern industry including water pumping, treatment and supply to the customers. Thanks to the employees and to the executives of regional and local authorities, in 2006 Yaroslavl was entered on the list of UN – Habitat for implementation of the Clean Water Programme aimed at provision of high quality potable water to the maximum of citizens.

The quality of the service is certified by the Vodokanal laboratory and the tests carried out by the Territorial Administration of Rospotrebnadzor. The quality indicators in the network are improving every year, and are much better than those in the Oblast. Here are some abstracts from the letter of the Head of Rospotrebnadzor Administration in Yaroslavl Oblast S.A. Melyuk, dated 18/01/2008 about the results of city water system tests, carried out by the Hygiene and Epidemiology Center in Yaroslavl Oblast federal laboratory:

- Upon the results for the last year we can make a conclusion that the level of potable water samples which do not respond to the hygienic conditions in microbiological indicators in the city as a whole amounted to 0.6% (in 2006 – 2 %, in 2005 – 2.4 %), including the figures in the municipal system of Yaroslavlvodokanal – 45% (in 2006 – 1.9 %, 2005 – 2.4%). From the clear water tanks of the Northern, Central and Southern WTPs no non-responsive samples in microbiological indicators were reported.

- The level of non-responsive samples of potable water in sanitary and chemical indicators in the city as a whole in 2007 was 3.8% (2006 – 4.4 %, 2005 – 12.8), including the figures in the municipal system of Yaroslavlvodokanal – 3.9 % (2006 – 4.4, 2005 – 13 %).

- The submitted data show that the water quality in the city systems in microbiological indicators is steadily  improving and is within the limits of 5%, as specified in Note 2 to paragraph 3.3 of Sanitary Rules 2.1.4. 1074 – 01 Potable Water. Hygienic Requirements to Water Quality in Centralized Systems of Potable Water Supply.

The above outputs resulted from hard work of the employees of the utility. At the end of the 20th century, although, the enterprise found itself on the brink of bankruptcy. The utility had to undergo irretrievable lack of financing of current operations and development, arrears in the labour payment and other malfunctions, which could have resulted in a complete failure of one of the crucial life-support industry sectors of the Oblast center. Due to timely interference of the local authorities, who undertook replacement of the executives, the local authorities support, the Oblast authorities support, and wise policy of the new director of the Yaroslavlvodokanal it became possible not only to remedy the situation, but start sustainable work aimed at complete refurbishment of the overall water supply system.

One of the first measures aimed at financial recovery of the utility was replacement of the executives of the major part of organization departments; first of all top managers of the administrative staff. 

Another measure was strengthening of financial discipline, introduction of advanced methods of management in the operational and financial areas of the utility´s operations.

The above measures enabled the utility to stop cross-cancellation of debts after 2000. In 2001 cross-cancellation of debts and bill-of-exchange settlements amounted to 57%, while settlements in cash were only 43%. In 2005 cash settlements made up 96%. In 2007 the utility stopped cross-cancellation of debts. Due to wise financial politics by the year 2005 debts to the budget and off-budget funds had been liquidated.

In 2003 as a result of positive dynamics of the utility’s financial indicators and support granted by the local and regional authorities YVK was able to enter into the Loan Agreement with the EBRD for implementation of the Yaroslavl Municipal Water Service Development Programme. This stopped critical aging of the water assets and provide for the slogan “YVK in the 21st century ensures care for the Volga and men”. As supporting measures the utility had to considerably change the tariff regulation system. As one of the measures, the utility stopped cross-cancellation of debts, as a result, individual customers had to bear a heavier burden. This by no means shows the ill will of the collective, as before the tariff rise in the present period and long before that, the municipal services had always been a political buffer between the authorities and people by means of artificial moderation of the services prices.

The real economic figures evidence that water tariffs have never exceeded the tariffs for the major chemicals, materials and energy. The graph below makes the cost structure quite evident.

The major of the proceeds goes to the maintenance of the existing facilities and network in the operable condition, which will provide for continuous and high quality water services.

The average wages of the YVK employees upon the results of 2007, including welfare bonuses was only RUR 12,361, which is below average wages in a number of other utilities of municipal housing economy, not saying of industries.

As for the utility’s perspectives they are not quite clear now. On the one hand, the conventional policy of artificial moderation of tariffs is still in effect, on the other hand, the state would like to improve the housing and services provided to the public by means of attraction of private investments into the area. As a strategic goal it may be the right decision, but taking into consideration the current state and local politics, account must be taken of development of a clear strategy and development programme in order to solve the problems in the water sector on an all-Russia level.

For its part the utility possesses all material, technical and professional potential to provide the citizens with quality water services. The enterprise can boast of sixteen chevaliers of the lapel badge of Honorable Employee of Municipal Housing Economy. They include honored veterans such as A.I. Orlov, N.T. Trufanov, V.N. Khokhlanov, and the younger generation: S.A. Bachin, A.G. Lykhov, S.V. Shubin. This fact means that the banner of honour gained by the veterans, will be taken up by the new generation who will carry on working to provide the citizens with quality potable water.

 June 18, 2007

On June, 18 in the course of the visit to Yaroslavl Region Vladimir Yakovlev, Interregional Development Minister, visited the Northern Water Treatment Plant to familiarize himself with the rehabilitation of the facilities and upgrade of the pumping equipment. The Minister visited the Raw Water Pumping Stations and the Treated Water Pumping Station, the filter hall of the Third Train and the Dispatchers’ Office at the Northern Water Treatment Plant. In the course of the information site visit to the facilities the General Director spoke about the utility, and the problems it faces, and drew the attention of the Minister and the accompanying persons to a number of problems hindering the work of the collective and requiring nationwide solutions.

May 24, 2007

Within the framework of the Yaroslavl Municipal Water Services Development Programme implementation the Contract for the Northern Water Treatment Plant Pumping Stations Upgrade has been completed. The Project was executed by Novaya Era, JSC and a number of locally subcontracted companies. During the two years of the overall implementation the major part of the in-site electric field lines were replaced, 4.5 km of high voltage cable was laid, 94 switch gear panels and 155 remote control units and 23 new pumps were installed, the pipelines and 158 valves and fittings were replaced in the upgraded pumping stations. RUR 300.9 million was spent in the course of these works execution.

The works were funded by the proceeds of the European Bank for Reconstruction and Development and the Yaroslavlvodokanal funds. The works done are exceptional because they were executed under the conditions of the operating facilities, without stops in water supply to customers, this evidencing a high degree of mastership the Contractor possesses.

The early experience in operation of the new equipments shows a high efficiency of the new pumping units and the programmed control over the equipment. Additionally to the improved reliability in the water supply, the smooth pressure and supply adjustment at the pumps manufactured by Weir Pumps made it possible to considerably improve hydraulic modes for the pipelines, and to achieve 30% savings in electric energy against the same supply modes when the old equipment was operated.

On May, 24 at the Northern Water Treatment Plant there took place the presentation of the works commissioning, attended by Victor V. Volonchunas, Yaroslavl Mayor, Sergey N. Yastrebov, Deputy Mayor, Eugeny Ofrikhter, EBRD banker, Alexander B. Fedotov, Novaya Era General Director, subcontractors and local press.

Within the framework of the presentation the participants could familiarize themselves in the Dispatchers’ Office with the operations of the Northern Water Treatment Plant, the new remote system of telemetry monitoring and equipment control. Directly from the Dispatchers’ Office the Mayor started one of the pumps. Then the participants visited the rehabilitated filter room of the Third Train, the Old Raw Water Pumping Station and the New Treated Water Pumping Station.

Later on at the official meeting the Mayor and the spokesmen recognized a significant importance of the executed works and appreciated the utility’s and the contractor’s achievements in implementation of the municipal programmes aimed at improvement of the well-being of the citizens.

If we take into consideration that the Northern Water Treatment Plant provides water services to two thirds of the city, one cannot overestimated the importance of the executed works, as now the reliability and sustainability of the operations have considerably improved. When the transmission main from the Northern to the Southern Water Treatment Plant is constructed, the Northern WTP will be able to provide the Southern WTP with the required volume of raw water in order to stop abstraction of the Kotorosl water. Taking into consideration the above facts, this project implementation will have its positive effect on the water supply in the city as a whole.

This project has become one of the spectacular results of purposeful work of the city administration, the deputies of the municipality and the utility’s collective in the field of water and wastewater services improvement in the regional center and a particular contribution to the Yaroslavl 1000th Anniversary.

In Expectation of the 125th Anniversary

How time flies. It hasn’t been long ago since we celebrated the 120th anniversary of the first Yaroslavl water system putting in operation. Very soon, in February 2008 the Yaroslavl water supply system is going to be 125. The construction of the water supply system and its further history of development have become crucial factors in social and economic growth of the city. The history of water services, as well as that of the utility, reflects both joyful victories and bitter losses. Whatever the situation was is was the people who were the passport to success, the staff, who gave the provision of water and wastewater services their energy, attainment and experience.

 

Local Olympics Finished

Next traditional Olympics of the utility finished, bringing another firm victory to the security team. Upon the results of the previous Olympics the former cup was awarded to the security team for eternal keeping, while this victory was marked by a new cup. Long before the final competitions is was quite clear who would take the first prize, but after the united teams were formed the struggle for the other prizes was really hard. The merger was quite beneficial for the Severyane team (teams of the Northern Distribution Area and the Northern Water Treatment Plant). Finally, having obtained equal scores, they shared the 2nd and 3rd places with the traditionally strong team of the Wastewater Treatment Plant. The Severyane team have nevertheless obtained a minor advantage, as they have taken more higher grade prizes. The team of the Industrial Area was sustainable and at the beginning was among the best three teams. While the Administration team and the joint team of wastewater network and wastewater pumping stations have disappointed us by an unstable play not in only some of the kinds.

After the race the best teams and the sports organizers V.N. Ilyin (Security), C.V. Baklan (Severyane) and O.B. Chugunov (Wastewater Treatment Plant) were awarded by Certificates of Honour and gifts.

Summer and holiday time is coming. We wish all the employees to have a good rest, establish health and improve their condition before the new Olympics.

In February 2007 the Yaroslavl Municipality adopted the Investment Programme for the Municipal Unitary Enterprise Yaroslavlvodokanal, Yaroslavl for the water and wastewater systems development from 2007 till 2011 (the Order of the Municipality No.391 dated 12.02.07), which is based on the system of planned activities to be implemented in 2007-2011, which are required to ensure provision of water and wastewater services to new objects of capital development. The document specifies financial needs required for implementation of the actions aimed at the Yaroslavlvodokanal water and wastewater systems development in 2007-2011 taking into consideration residential development up to 1.5 million m2 of dwelling space. The actions included in the Investment Programme shall ensure quality and reliability of the services, shall improve the environmental situation in the city and shall prevent environmental protection.

On April 10, 2007 the Mayor signed the regulation approving the charge for connection to water and wastewater systems (Mayor´s Order No 1056 dated 10.04.2007):

  • water connection charge amounting to 27,552 RUR/m3/day (including VAT)
  • wastewater connection charge amounting to 51,188 RUR/m3/day (including VAT)

The Order shall become effective one month after the signing date.

On February 7, 2007 the Yaroslavl Municipality Deputies have approved the Yaroslavlvodokanal Investment Programme for development of water and wastewater systems for 2007 – 2011.

The Investment Programme envisages construction of 18 new facilities and upgrade of two existing facilities to the total amount of RUR 1,781,670,000, including water 623,429,000 and wastewater 1,158,241,000.

Construction and upgrade of the facilities under the Investment Programme are critical for the new housing development and other construction in Yaroslavl for the period till 2012.

Yaroslavl joins Habitat

On October 3-5, 2006 Kazan became the city for World UN-Habitat Day Observance. In the course of the actions within the celebrations the Yaroslavl Mayor Victor Volonchunas was awarded with a Scroll of Honour, which shows a high evaluation of the city’s experience under the Clear Water is the Source of Hope Project, included in the World Habitat Programme. No doubt, this award acknowledges the endeavors of our utility in the Yaroslavl municipal water and wastewater services development.

July 20, 2006 


On July 20, 2006 at 11.00 on the bank of the Dunaika River in Frunze Avenue opposite 53, Frunze Avenue there took place the public opening of the new section of 700mm treated water main from Suzdalskoye Shosse to Dunaika River.

This is the first project included in the Yaroslavl Municipal Water Services Development Programme, which was funded by the loan proceeds of the European Bank for Reconstruction and Development (EBRD).

The Contractor for this construction project was Building Company Slavneftstroy, JSC, Moscow . To full satisfaction of the Employer (Municipal Unitary Enterprise Yaroslavlvodokanal, Yaroslavl ) the works were completed within 14 months, which is one month before the planned completion date, and show high quality.

The principal goal for the water main construction was to increase potable water supply to the new quickly developing Sokol district, in view of the fact that previously further development of the area was limited by the discharge capacity of the 500mm transmission water main.   

June 16, 2006  

On June 16, 2006 in the Conference Hall of the Municipal Unitary Enterprise Yaroslavlvodokanal, Yaroslavl there took place signing of the Contract for the implementation of Package 5a 17 km D1000 mm Raw Water Main from Northern to Southern Water Treatment Plant within the framework of the Water Mains and Distribution Network Rehabilitation and Upgrade investment project between the Municipal Unitary Enterprise Yaroslavlvodokanal, Yaroslavl and Directorate of Civil Construction Neftegazstroy, JSC, Moscow. The project implementation will take the Contractor 32 months and will enable the Yaroslavlvodokanal to use only the Volga raw water, which is a more clean and stable source than the Kotorosl River in the terms of biological indicators. 

 
Aprel 4, 2006

On April 4, 2006 tenders under Project Package 5a Water Mains and Distribution Network Rehabilitation and Upgrade 17 km D1000 mm Raw Water Main from Northern to Southern Water Treatment Plant were opened. The procedure took place in the Administration Building of the Municipal Unitary Enterprise Yaroslavlvodokanal, Yaroslavl, at 14.00.

International Water DAY
Water belongs to renewable natural resources. Although it is an evident fact that the amount of clear water on the planet is less and less. Therefore it generates more and more risks for the population of the Earth and its biosphere. A number of countries strongly lack water, and it becomes one more factor of increase in geopolitical intensity in ours restless time. Water, and in particular pure fresh water, is the major vital resource, and attention to it is constantly increasing.
By estimations of experts on the planet today 1.2 billion people have no access to safe water, and more than 3 million people per year die of the illnesses caused by the use of polluted water. On March 22, 2006 the whole world celebrates the International Water Day. This date was established by the participants of conference of the United Nations for environment and development in Rio de Janeiro in June, 1992. Today efforts of the world community are aimed to attract public attention to problems of provision of guaranteed quality water to the population and to rational, careful water consumption.
 
Presence of such date in the international calendar speaks about the increasing role of water resources both in the daily life of people, and in industrial production. At the same time uninterrupted water supply of good-quality potable water to the population of the Russian Federation is one of the major factors of national safety in the field of health protection. According to the Federal Authority in Consumers’ Rights Protection and Well-Being of the People in the country as a whole about 30% of samples of surface waters do not meet sanitary and chemical standards; about 25% of samples do not meet bacteriological targets.
 
Use of underground waters for water supply to the population in the Russian Federation considerably lags behind the majority of developed countries and makes only 32% of the total amount of water consumption. Water distribution networks represent a serious problem, as from 40 to 70% of the networks need replacement. In view of this, bursts at the networks and secondary microbic pollution of potable water represent an epidemic danger. All above factors negatively affects the potable water quality.
 
The city of Yaroslavl and the Yaroslavl Oblast belong to the water-provided regions. On all the rivers of the area the water is characterized as "moderately polluted". The maximum pollution is marked mainly in spring flood time. For a large industrial centre as Yaroslavl it is not a bad indicator. Nevertheless it is important to take care of water quality improvement on a continuous basis. Yaroslavl is a developed industrial region. The core water pollutants are such industries, as machine-building and chemical industries. They produce the greatest quantity of wastewater discharge.
 
However, 2005 showed a 3.65 million cubic meters decrease in industrial wastewater discharge in comparison with 2004, which roughly makes a 4% reduction. There’s noted a 1.5 million cubic meters domestic sewage reduction. It is connected with a number of actions implemented by the Municipal Unitary Enterprise Yaroslavlvodokanal, Yaroslavl, including the policy of provision of economic incentives for local treatment plants construction, industrial waste discharge quality improvement and reduction of industrial wastewater discharge, and stop of illegal sewage discharge. Within the framework of the approved programme for organizational and technical actions the utility makes investments in the potable water treatment technology, collected wastewater treatment and disinfection and sewer network repairs. At a number of sites it is not possible to achieve a considerable economic effect, though due to their environmental and social value implementation of these actions is feasible at all the sites. Often the environmental efficiency cannot be valued in cash equivalent and can be assessed only in quality terms – water quality improvement and corresponding improvement of the citizens’ health, decrease of probability of the river beds pollution and occlusion with contaminants and aquatic vegetation, and increase of water content of the river.
 
On occasion of the International Water Day we address all water consumers. Please, protect purity of water sources; do not exceed the water consumption and wastewater collection limits, implement water protection actions conscientiously, and preserve hydraulic structures aimed to protect the bank. Water Day is not only a professional holiday for the utility, but a holiday for all those who live on the Earth. So every time, when leaving home, MAKE SURE THAT ALL THE TAPS ARE SHUT!

On February 21, 2006 a Pre-Bid meeting for Package 5a Water Mains and Distribution Network Rehabilitation and Upgrade – 17 km D1000 mm Raw Water Main from Northern to Southern Water Treatment Plant under the Yaroslavl Municipal Water Services Development Programme. During the meeting the participants were informed about the technical issues under the project, as well as about the rules for the tender preparation. Water Services Reliability Enhancement
Within the framework of preparation for the 1000th anniversary of the City o Yaroslavl a large scale construction of houses and social and cultural purpose objects shall be provided. In order to supply reliable water services to the existing and new objects and to improve potable water quality the city authorities are supposed to implement a large scope of works under the Yaroslavl Municipal Water Services Development Programme. The Municipal Unitary Enterprise Yaroslavlvodokanal, Yaroslavl shall bear the major burden of the envisaged arrangements’ implementation.
Ivan Menko, Project Implementation Unit Head, Yaroslavlvodokanal shall give comments as to the progress in the programme implementation.
In December 2004 Yaroslavlvodokanal entered into the contract with Novaya ERA JSC, St.Peterburg for the four existing Northern Water Treatment Plant pumping stations upgrade. In order to improve operations reliability and efficiency for the pumping stations, which supply water to about 2/3 of Yaroslavl customers, the following works are envisaged: replacement of deteriorated pumping and electrical equipment, operational and piping systems automation, etc. In 2005 the contractor completed power supply network replacement and more than 50% of the equipment replacement at one of the raw water pumping stations.
In June 2005 the Yaroslavlvodokanal entered into contract with Building Company Slavneftstroy, CJSC for construction of the water main of diameter 700mm, 3.7km from the Southern Water Treatment Plant to the Sokol district, which at the moment is rapidly developing. The contract provides 18 months for the works completion. In 2005 the contractor laid 2.8km of new pipes with internal and external isolation. Taking into consideration the works fast progress, we consider that the works will be completed earlier than the dates provided by the contract provisions. Construction of the new water main will supply greater volumes as well as better quality services.
In order to improve potable water quality in the Southern part of the city it was decided to replace water source of the Southern Water Treatment Plant (SWTP) from the Kotorosl River to the Volga. A project was developed for construction of the raw water main from the NWTP abstraction to the SWTP, 17km long. The contractor for Technical Design and Services in Implementation of Investment Project DHV CIS BV, Netherlands, has prepared tender documentation and the detailed design. In January 2006 the Yaroslavlvodokanal announced the tender for selection of a contractor for the new water main construction.
Implementation of these investment programme components with the loan proceeds of the European Bank for Reconstruction and Development will enable the utility to resolve a number of problems, which will result in a better quality and more reliable water services for the citizens of Yaroslavl.

The Russia in Blossom, 2005 All-Russia competition among the industries and entities.
Delegations of winning cities took part in the ceremony: Moscow, St.-Petersburg, Vladimir, Ivanovo, Tver, Chusovaya of the Perm Region, Gavrilov-Posad, the Ivanovo Region and others.
The main organizers of competition Nicolas and Galina Goodwin from Great Britain have highly estimated this year floral objects quality. Although, it was complicated enough to choose the winners, all the participants won in the flower competitions, but the best of the best were recognized titled winners. The Municipal Unitary Enterprise Yaroslavlvodokanal of Yaroslavl was among the recognized winners, and Yaroslavlvodokanal representatives personally received a special diploma from the organizers.

On November 15, in the Yaroslavlvodokanal Conference Hall there took place a First Stage Completion Report Presentation, showing progress in development of tender documents for the Investment Project Design, Financing, Construction and Operation of the Vozdvizhenye Water Treatment Plant Facilities.The Report is prepared by Professor Dr.-Ing. Dr. rer. pol. K.-U. Rudolph GmbH, Germany. The Yaroslavlvodokanal entered into the contract with the above company for the Tender Documents development on September 1, 2005.

November 3, 2005

On November, 3 a field meeting of environment public prosecutions departments of the Volga basin took place in Yaroslavl Regional representatives of Cherepovets, Kostroma, Tver, Ivanovo, Nizhny Novgorod and other cities shared their experience in the field of environment protection.Each region has its problems. In the Yaroslavl Oblast the environment prosecutors are mostly concerned about air, water and land pollution. Oleg Petrov, Deputy Prosecutor of the Volga Inter-Regional Environment Prosecutions Department says: "The key problem is that in each regional center the Utilities discharge water which does not undergo a full treatment. For instance, the Borisogleb Municipal Area does not allocate funds to complete commissioning works at the Wastewater Treatment Plant, which was constructed in 1997". After the site visit to the Yaroslavlvodokanal Wastewater Treatment Plant the participants highly appreciated the work level of the employees and the work of the wastewater treatment and air protection local authorities.

We Have Won Again!

On October, 28 the Municipal Unitary Enterprise Yaroslavlvodokanal, Yaroslavl received a letter addressed to the General Director Alexander A.Aniskin informing that the company won the Russia in Blossom Contest, nomination of budget entities, which took place in the UK Yaroslavlvodokanal shared the first prize with the State Unitary Enterprise The Seaside Victory Park, St. Petersburg. The official awarding procedure will take place in late November.

On October, 19, 2005 the Yaroslavl City Administration summed up the results of the Yaroslavl in Blossom, the Flower Bed of Yaroslavl, the Exemplary Apartment Block, the Best Court Yard and the Best Apartment Block Warden city contests. The organizers of the activities were the Yaroslavl-2000 city social movement, the Municipal Services Department and the City Administration PR Department. Industrial Accident at the Volga Embankment

On October, 19 at the Mayak factory in Yaroslavl, at the location of go-down to the Volga there was an emergency ; a grey iron pipeline burst. As Vitaly Danilov, the Chief Engineer of the Yaroslavlvodokanal said, storm water drain did not work, water went upwards the embankment, and then downwards into the Volga. It washed away the sand and destroyed a part of the bank. Just at that moment Tatyana Chilipalova with her 10-year-old son was coming back home from a shop. Valery Shupik, the Chief Dispatcher of the Yaroslavlvodokanal was on site of the emergency, he said that the stream of water washed away a huge tree. It fell down the slope, turned half-way round the top went downwards, while the roots upwards. Following the tree Tatyana Chilipalova fell downwards. As her son was a few meters ahead of her it prevented his falling. Tatyana was saved by this tree. Valery Shupik ran up to the accident site, settled Tatyana son on the parapet, and rushed to the degraded ravine. There below, on the branches of the tree, the woman was hunging. Valery went downwards and pulled her out. Then he sent them both home in a car.

Under the Operation and Development of Water and Wastewater Networks in Private Houses Microdistricts city program implemented in Yaroslavl the Municipal Unitary Enterprise Yaroslavlvodokanal Yaroslavl carries out transmission mains rehabilitation in private houses microdistricts. As of October 17, 2005 1,391 m of pipes were laid in the Karmanovskoye settlement. Three standpipes were installed. In the Norskoye settlement 966 m of pipes were laid. Water supply network rehabilitation works proceed in the Kuibyshev Frunze and Krasnoperekopsky districts. In total 3,086.8 m of new water supply systems have been laid. In 2005 RUR 7 million was allocated for the Programme from the Enterprise internal funds, RUR 5,770,000 was already used.

Golden Autumn On October, 16 traditional sports competitions took place at the Molniya Sports Centre across the Yaroslavlvodokanal’s departments. The competitions were devoted to the Golden Autumn holiday. he participants competed in the following sports: track and field athletics relay race, basketball relay race, tug-of-war, mini-football, and the Jolly Races for children. Representatives of all the departments of the Yaroslavlvodokanal took part in the Sports Day: the Wastewater Treatment Plant, Rezinotechnika Water Distribution Area (Section 38), Northern Water Treatment Plant, Southern Water Distribution Area, Northern Water Distribution Area, Wastewater Network, Security Department, Administration Departments.All the participants got excellent mood, the most successful sportsmen received prized and all the under age participants were awarded with toys.

On August 30, 2005 the Yaroslavl City Administration Commission for Taxes and Dues Privileges Allocation took a decision to grant 100% property tax privilege for utilities, which render water and wastewater services to domestic customers. This privilege covers 30 companies in the Yaroslavl Oblast, including the Municipal Unitary Enterprise Yaroslavlvodokanal, Yaroslavl. The final decision of this issue shall be made by the Deputies of the Yaroslavl Oblast State Duma. Privileges granted to the Yaroslavlvodokanal are of high importance for the further development of the utility. As of July 1, 2005 "> the assets deterioration is estimated as 60%, and it amounts to 100% for a number of facilities. According to the estimates of independent experts in 2010 water consumption will exceed the existing capacity of the facilities by 31,000 m3. In order to ensure uninterrupted provision of water and wastewater services in the city, to improve the environmental situation and the state of water courses it is very important to pay attention to the equipment upgrade and water and wastewater treatment technology improvement. Currently funds for such actions are allocated from the Yaroslavlvodokanal and the EBRD proceeds. Taking into consideration the fact that no budget funding is envisaged, granting of tax privileges can help solving the problem of additional funding attraction for expanded reproduction of the assets and meeting the utility’s obligations to the EBRD. In case privileges are not granted that will result in the water and wastewater tariff increase, as the main factor, which conditions the YVK revenues, is the water and wastewater tariffs.The Yaroslavlvodokanal collective hopes to receive support from the Deputies of the Yaroslavl Oblast State Duma and they will make a positive decision as regard the issue of allocation of tax privileges. The Yaroslavlvodokanal pays much attention to the issue because water and wastewater problems directly touch upon each and every citizen of Yaroslavl.

The tender evaluation process on project “Design, Financing, Construction and Operation of the Vosdvizhenye Water Treatment Plant Facilities” has finished. In the nearest future the negotiations on the Contract shall start.

June 7, 2005

On the 7-th of June 2005 in the administration building of MUE “Yaroslavlvodokanal” signing the Contract «Section of 700 mm Treated Water Main from Suzdalskoe Shosse to Dunaika River» between MUE “Yaroslavlvodokanal” and ZAO “Building Company Slavnephtstroy” took place. The implementation of this project will last 15 months and will supply the new microdistrict of our city with high-quality and effective water-supply service.

Under the Demand Management Programme a meeting took place to summarize the large scale of events devoted to the World Water Day, which had been held in Yaroslavl in April – May 2005. The vodokanal provided support to 12 schools and other educational institutions, which held “lessons of water”, competitions, environmental raids. They received souvenirs and information support. The most active participants of the events received diplomas and awards. Representatives of the utility stressed their special gratitude to managers of School 68, who had encouraged a lot of hoolchildren and teachers to take an active part inactivities for protection and saving of natural resources, including water, under the environmental project Steps Along the City.

Under the programme of World Water Day events a quiz for senior schoolchildren has taken place at the Yaroslavlvodokanal. The topics of the quiz included water and water resources issues of Geography, Chemistry, Ecology, Art and Literature. Additionally, the Yaroslavlvodokanal provided assistance to 12 educational institutions, which hold "water lessons" for schoolchildren of the city. On December 23, 2004 in the conference hall the procedure of signing the contract on Package 3a “NWTP Pumping Stations Upgrade” under implementation of the investment project Yaroslavl Municipal Water Services Development Programme between the Yaroslavlvodokanal and OAO Novaya Era (St. Petersburg) took place. Signing of the Service Contract between Yaroslavlvodokanal and the City Administration also took place there. The main significance of this document consists in attaching rights and duties of the enterprise and the City Administration concerning the works and water-supply and wastewater systems, that will allow to rise the reliability and quality of the facilities, which are provided to the customers. Victor V. Volonchunas, the Mayor of Yaroslavl, took part in the procedure.

On March 22, 2004 there took place a holiday named A Drop of Water in the Palace of water sports Lazurny, dated to the International Water Day. Yaroslavlvodokanal has been celebrating this holiday for three years already under the Demand Management Programme, which is aimed at rational water consumption.
Traditionally the holiday is organized for school-children. This year it was decided to celebrate the Water Day in the Palace of water sports Lazurny, where children from different schools, their teachers and parents were invited. In the programme there were competitions in swimming, a lottery, quiz, exhibition of children’s works, united by a common theme of water saving. The winners received prizes from the Yaroslavlvodokanal.

Under the Yaroslavl Municipal Water Services Development Programme the contract has been signed with the firm Severn Trent Water International (UK) for implementation of the Yaroslavlvodokanal Financial and Operational Performance Improvement Programme. The objective of this assignment is to transform the Yaroslavlvodokanal into a solvent well-managed utility company. Experts of Severn Trent shall start their activities in Yaroslavl in January 2004.

The presentation of the teaching materials collection, compiled under the Demand Management Prgramme after the competitions of educational institutions, teachers and schoolchildren initiated by the Yaroslavlvodokanal took place at the City Concert Hall. The book, which was called A Drop of Pure Water, includes materials associated with teaching children skills of rational domestic water use.
The presentation was visited by representatives of the City Administration, the Department for Education and the City Education Development Center, the Yaroslavlvodokanal, headmasters of the educational institutions and teachers.
Speaking about the book preparation stages the Head of the Department for Education, Mr. Alexander F. Pryamitsin and the Director of the City Education Development Center, Mr. Vladimir A. Shmatukha, stressed the importance of the activities aimed at forming the children´s deliberate economical use of potable water and skills of rational domestic water use.
The Director of the Yaroslavlvodokanal Mr. Alexander A. Aniskin thanked all the participants of the competitions, teachers of methods and personnel of the enterprise, who had contributed to the book preparation.
The Headmaster of school 12 Mr. Vladimir A. Matveev had taken his pupils to the presentation, who spoke about the importance of water for man in a vivid, interesting way.

The procedure of signing contracts and agreements under the investment project Yaroslavl Municipal Water Services Development Programme was held at the conference-hall of the Yaroslavlvodokanal. The contracts and agreements were signed with the Yaroslavl branch of the Commercial Savings Bank of the Russian Federation Severny Bank and the auditing firm Rusaudit, Dornhoff, Evseev and Partners, which won the tenders for selection of a commercial bank for operating the Project Accounts and an auditing company to audit the Project financial statements. 
Representatives of the City Administration headed by the Vice-Mayor for Economics, Mr. Vyacheslav M. Sidorov took part in the ceremony.
After signing the agreements the Yaroslavlvodokanal will continue design activities for all components of the Yaroslavl Municipal Water Services Development Programme, and will start preparation for drawdowns of the EBRD loan first tranche. 

August 26, 2003  

The procedure of signing the contract with the company DHV Commonwealth of Independent States BV  (the Netherlands) has taken place at the conference-hall of the Yaroslavlvodokanal. This contract is the first large contract awarded under the project Yaroslavl Municipal Water Services Development Programme. Its amount is RUR 27 mln., which shall be spent on development of design documentation for the project components, including pipelines replacement, facilities upgrade, installation of process automation systems. The company DHV, with 11 large international companies, took part in the tender, held by the Yaroslavlvodokanal in compliance with the procurement rules of the European Bank for Reconstruction and Development, and received the highest score of the selection committee. The company´s team, which includes representatives of the European branches and Russian experts, has started familiarizing with project documentation. Performance of services under the contract will last for 12 months.

April 29-30, 2003

As an intermediate stage of the tender for selection of the Engineering Design and Construction Management (ED/CM) Contractor a pre-proposal conference has been held. The objective of the conference is meet the shortlisted companies and discuss various issues related to proposal preparation and the future functions and responsibilities of the ED/CM Contractor. Representatives of the Yaroslavl City Administration took part in the conference. The conference activities included presentations of the Yaroslavl Municipal Water Services Development Programme projects, round-table discussions, excursions to the Yaroslavlvodokanal´s water treatment facilities. Representatives of the companies, which participated in the conference, appreciated the high level of its organization and thanked the Yaroslavlvodokanal management for the given opportunity to visit the enterprise and to clarify the issues, related to the ED/CM Contractor´s activities.

The signing ceremony of the Loan Agreement and Deeds between the Yaroslavlvodokanal, the City of Yaroslavl, the Yaroslavl Region Administration, and the European Bank for Reconstruction and Development took place at the Yaroslavl City Grand Assembly Hall.  Officials of the Yaroslavl Region Administration, Yaroslavl City, the Yaroslavlvodokanal, representatives of the EBRD and the International Finance Corporation, a delegation of the City of Surgut, which has already signed a similar agreement with the EBRD, and mass media representatives were present at the ceremony.  In his speech the Mayor Victor V. Volonchunas stressed the social importance of the project Yaroslavl Municipal Water Services Development Programme, for the implementation of which the Yaroslavlvodokanal will receive a RUR 490.6 mln. loan from the EBRD.  The Mayor said that the city officials feel responsible for the future of the citizens and consider this project as one of the essential milestones for improving the reliability and the further development of the city´s infrastructure systems.  Mr. Maier, Director of the EBRD Municipal and Environmental Department, stated that the result of the project preparation activities was positive, and wished for its successful implementation.  Activities of the Yaroslavl Municipal Water Services Development Programme shall start with tenders for the procurement of consultancy services.  Additional information is available on the web-sites of the Yaroslavlvodokanal and the EBRD.

The Yaroslavl Municipal Water Services Development Programme , has been approved at the session of the State Duma of the Yaroslavl Region.  Alexander Nechayev, Director of the Social and Economical Development Department of the Yaroslavl City, and Alexander Aniskin, Director of the Yaroslavl Water Works, reported on the project financing schemes and the planned measures for the city water supply system reconstruction.

The Yaroslavlvodokanal top-managers have taken part in the meeting Performing of the Water and Wastewater Companies in the Russian Federation in the city of Sochi.  At the meeting the managers of Russia´s water and wastewater enterprises discussed the vital issues and further ways of the sector´s development.

The start-up of applications submission for participation in the competitions for the best educational and teaching programmes and creative works among educational institutions, teachers, and schoolchildren has been announced as part of the Demand Management Project.   

The purpose of the competitions is to obtain ideas for the collection of methods materials on domestic water saving. The applications can be submitted till the end of 2002, the competition materials will be collected at the beginning of the 2003, the results of the competition will be announced in the summer of 2003.  The winners of the competition will be awarded premiums and gifts.

April 23, 2002  

The Board of Directors of the European Bank for Reconstruction and Development has approved at its meeting the investment project Yaroslavl Municipal Water Services Development Programme. The EBRD project team “enjoyed excellent co-operation from the Oblast, the City Administrations and from the Yaroslavl Vodokanal during project preparation activities”.

April 19, 2002   

The Russian Public Committee of the Peter the Great National Prize awarded Alexander Aniskin, Director of the Yaroslavl Water Works, the title Best Manager of Russia.  In compliance with the Russian Public Committee ordinance # 8 of 16th April 2002, A. Aniskin was presented with a Sign of Honour and a Diploma, signed by A. Volsky, Honorary Chairman, President of the Russian Union of Manufacturers and Businessmen; V. Rashnikov, Co-Chairman, President of the Russian Best Managers Club, Director General of the Magnitogorsk Metallurgical Works, and L. Abalkin, Co-Chairman, Director of the Economics Institute of the Russian Academy of Sciences.

March 14, 2002  

At the grand meeting in the Yaroslavlvodokanal assembly-hall devoted to the Housing, Communal and Consumer Services Employee’s Day the first vice-mayor Vladimir N. Golov awarded the agency Director Alexander A. Aniskin the Second Class Diploma of the State Housing and Communal Construction Department of the Russian Federation. In the Diploma signed by the Chief of the Department A. Sh. Shamuzafarov Yaroslavlvodokanal is awarded the title of the winner of the All-Russian contest for the best 2001 agency of the housing and communal services area for operation under new economic conditions.

February 13, 2002  

The Yaroslavlvodokanal has hold a press-conference, devoted to the perspective development of the Yaroslavl municipal water services system. Representatives of 14 mass media visited the construction site of the Vozdvizhenie Water Treatment Plant and learned about the designed advanced water treatment technology. 

 After the visit to the construction site the reporters met the first vice-mayor V. Golov, the vice-mayor V. Sidorov, the agency director A. Aniskin and other key-staff of the municipality and the agency.
